  • Abstract:
    With the successful arrivals of quality free/open source software, open source ISD (Information System Development) projects have comprised one of the important parts of ISD context, drawing attentions from academic researchers. However, most of researches on open source ISD projects have focused on descriptive knowledge of projects such as participation motivation and demographics of open source participants. There have been few efforts to examine the management of open source ISD projects, especially from a control perspective. The main research questions for this study are whether open source development projects construct any control strategies, if so, how these strategies can be interpreted using conventional knowledge and how they differ from those in traditional projects. To address these questions, this study uses a case study approach, observing longitudinal data of five selected open source projects and interviewing their administrators. Through data analysis and discussion, this study found that project administrators and participants of open source projects exercise control with various managerial practices to obtain their shared goals. Behavior control is observed to be exercised through many rules and guidelines as much as self-control, enabling project teams to maintain managerial continuity, with no or minimal interferences and direct administrations in participants' activities. It also found that outcome control focusing on quality and schedule is periodically performed for efficient coordination. The implementation of control practices of open source projects turns out to be constructive while that of traditional ISD projects is prescriptive based on contextual constraints. In traditional ISD projects, control practices initially implemented are revised based on changes of contextual constraints, whereas control practices in open source ISD projects evolve based on characteristics of the collective environment such as currently available best practices and supporting systems. From a theoretical point of view, this study extends the understanding about ISD controls into the open source ISD environment from the perspectives of an integrated control and organizational changes, focusing on the structuration of control and managerial practices in open source ISD projects.
